OPEC: Saudi Arabia, Venezuela and Qatar Announce Plan With Russia to Freeze Oil Production

The oil-exporting countries announced a plan to cap production at January levels in response to falling oil prices but said they would only commit to the plan if other OPEC members would do the same.
